I think a big part of the problem is this.
a. he's using a 2 bar map sensor but using a 1 bar stock operating system without making the proper changes to do so.
b. he's trying to run SD but hasn't setup the codes correctly to do so nor has he failed the maf by setting the fail frequency table to 0
There may be other factors but those would be the two I'd deal with first.

Have you tried using a totally stock tune to just see if it will kick over? Also maybe a wire from the crank or cam sensor may be grounding on something? Bad ground on the computer side?
edit: Also, have you checked to make sure its not a mechanical failure? IE Broken pushrods, broken valve springs?

Safe to assume that when you tried the stock tune, you performed a full reflash, not just a calibration only flash? Also, the stock tune that you tried, is it from the same year/make as your car (as opposed to using an '02 tune on a '99)?

I have changed them but I am going to change them again. I will see what happens after that.
When I changed my tune, yes I did a full rewrite and not a calibrate. I have never flashed any other tune to my car other then mine. So, no, there is not a 01 or 02 on my 99. Also I have unlimited 99 and do not have enough credits to do that!
I do have full oil pressure while cranking.

I think it has something to do with the security system/vats, do you have a aftermarket alarm, One more thing, back in the day I did head gaskets on a sbc and when I installed the rockers I tighten them to much so that all the valves where open. Or mybe your pushrods are wrong.Hope this helps.

ignition switch? not letting it fire? my lil ole honda just had this problem and i found it to be the ignition switch.... but if you are getting spark.. then hmm so it doesnt start at all even with the gas jammed to the floor
