How bad is this?
Near the water pump mounting location.

Near the oil pan, but is actually located outside of where the oil pan bolts to the motor.

Attached is a pic of the hole I'm talking about. Some say it's just a casting area that isn't vital to operation, so I'm a bit less worried.

The fuel pump rod doesn't go up and down. That hole is a locator for when the block is machined.
For the water pump mount, that bottom hole is for a bypass, I'd tap it and plug it on the block and water pump. Then just drill three 1/8" holes in the thermostat for bypass or rely on the heater core if used.
Look at '96 and up vortec blocks, they don't even have that bypass hole.
Since the first chevy small block was produced.

8a8mfh is right, a mechanical pump runs off the cam...that's what the fuel pump push rod is for.
What were you thinking of, an elec pump???
