Houston has plenty of that. I just don't often come across what I woud call an exciting match up. Most of my friends street race the **** out of cars and I go and sometimes run as well and do a large portion of the work on there cars. I just don't hang my hat on it. I enjoy anything motor sports.

It's funny you speak of what drag racing is and then throw stipulations on how it gets done. When you put a smaller tire on your car you are essentially making it slower than it could be. That's no different than a throttle stop, smaller carburetor, smaller budget, etc.
