'98 Cobras are not supercharged. It's only the '03+ Cobras that are fitted with a S/C from the factory.
Stock, they're mid-high 13 second cars from the factory.
Those mod motors love FI though, and with an aftermarket blower, they scoot.

i had a friend who just got his stock mustang gt, '01 i think, he would bragg a bout ho fast it is and how he would smoke cars left and right and every time he would punch it from a stop he would tell me his turbo charger system light would come on, the FREAKING tcs light, this dude would tell me he had a turbo set up, because of the TCS light every time he punched it i let him think that until my wife raced him in her bone stock '02 z28 smoked him from a dead stop, he didn't understand until one of his other mustang buddies told him what tcs really was, traction control, he hasn't said much about his mustang since, don't get me wrong i love all american muscle cars but jesus was that funny, some people call him turbo now
96-98 Cobra's were a high 13 second car in bone stock form. Mine ran a 13.7@103....with forced induction expect a helluva lot more power. Mine put down 456 on 6lbs of boost and a real tame tune. The new owner upped the boost, got the chip retuned (a LOT more aggresively) and we won't talk about his numbers now! 
Most mustangs are slow as crap and I imagine you will beat him, but there are a few mustang owners that are serious about their car going fast but thats rare, when I had my Z28 I beat every single mustang I raced except 1 H/C/I foxbody, everything else I ran was cake, this was before 03/04's were out, I guess I just got lucky by running into the slower mustangs around
