Given the simple statement that you stated the "SAME" driver, than I am going to give the win to the cobra.
Given different drivers, anything is possible as the cars are close. A half second ET and 2-5mph difference between the two is the difference in shifting slow, spinning a little, or shifting too early. So again, same driver at the same time (not that this is possible), the win goes to the cobra.

340hp and below - 10 people (3%)
340 to 355hp - 31 people (10%)
355 to 370hp - 190 people (60%)
385hp and above - 88 people (28%)

Of the 319 people who responded 88% of the dyno'd at least 355rwhp while 25% were over 385rwhp. I personally was over 380rwhp.

As far as not running 12's, a lot of the cobra's time is bade/broke on teh starting line (track prep, tires, driver) due to its tendancy to wheelhop compared to a solid rear axle (which the 05 GTO is not, as I recall, but i have no idea bout ITS tendancies toward wheelhop.)
Summary, 265whp is the LOWEST I ever saw and the GTO would lose to the Cobra all things being = barring that the GTO wasnt a freak and the cobra was not an underachiever.
