Loose steering wheel play

Suspension is tight, no issues with tie rods, everything looks fine. The mechanic I had look at it thinks it may be either a problem with the Steering gear (Rack and Pinion) or the Intermediate shaft. Anyone experience any issues like that? When we had it on the lift he was showing me where the lower steering shaft connected to a U joint kind of knuckled, (going up and down a little) when turning. He thinks that is the problem.

I tightened up the bolt on the steering knuckle by the rack (it's very hard to do, can only fit a 1/4 ratchet in there, and it's not long enough to get it extremely tight) that helped a little bit.
I think if i can get under the car with some extensions, wobbles and using a 3/8 ratchet I can get it tight enough to be like how it was.

Racks can have play internally. Intermediate shaft usually can cause a clunk but not usually play. If in doubt a lot of the dealerships will only charge .5 or 1.0 to diagnose. I know a lot of people on here hate them and call them stealerships but 100 dollar diagnosis is cheaper than just guessing with parts. I have worked as a tech at small shops and dealerships and the quality is usually much higher at the dealer.
