Unless your suspension geometry is off from lowering or installing an aftermarket rear, a good way to get them started off is to set them to the stock length (for PHB and LCA's). The only time you really need to adjust them is if things aren't centered right or your thrust angle is off.

Single adjustable means that one end is adjustable and the panhard bar needs to be removed from the car to adjust it. The panhard bar will work the same but requires more work and effort to adjust it. Double adjustable means it has adjustment on each end, which is also on car adjustable. There is also one type that the double adjuster is on one side instead of one on each end.
Also they usually refer to items with rod ends on both ends or Roto-Joints on both ends as double adjustable.
As for the adjustable control arms according to UMI Performance the adjustment is for:
"The control arms can be adjusted longer or shorter moving the rear end back or forward to squeeze those larger tires in the fender wells. Adjustable control arms are also recommended for most aftermarket rear end installs to center the rear end and prevent tire rubbing"

All the above information is correct and should help you.
As a recap, when we mention single adjustable we mean one end is adjustable but the panhard bar needs unbolted from the car to adjust. Double adjustable and on-car adjustable units can all be adjusted while staying mounted to the vehicle. This are the easiest and best options.
I hope that helps!
