Is one of my Koni's broken?

Hello, I bought a set of 4/4 Koni's while I was deployed. I just now got home to check them out and I feel like one or both of the rears are broken. On the rear shocks, one of them will adjust from full soft to full firm in three complete 360 degree rotations equalling 1,080 degrees of turn. The other one will adjust from full soft to full firm in two and a half rotations equaling 900 degrees of rotation give or take 10-15 degrees or so. Is this normal or is there something wrong with one or both of them? I'm going to be pissed if these are messed up after having waited so long to get home and check them out. Also, is there a tool to adjust the front shocks? If so I didn't get one, is there anywhere I can pick one up? Thanks for the help.

i think 2.5 to 3 turns is about normal, imo.. i think it is supposed to be 2.5 turns.
front shocks - everyone uses an allen wrench. i think its a 2.5mm. no tool that i know of makes it easier (although it wouldn't be a bad idea to keep it tied to a string so you don't end up having to fish it out of any tight spots if you drop it).
they aren't indestructible, but the warranty is nice. i can tell you my front konis bottomed out and broke the adjuster and i ended up having to send them in for a warranty replacement. i think mine ended up losing half of the adjustment range.

I can't do much here like setup recommendations and stuff... But I can tell you that they need not be exactly the same on the high end and be just fine. If they are new, I doubt they are broken.
