in my experience it's not just a Ceramic VS. Semi-mettalic (the 2 options for the later 4th gens, not familiar with the early 4th options), it's about the brand and model of the pads more then type of pad, I'm running Wagner Thermo-Quiets on my car with parts store blanks (rotor design will effect brake pad life and dust level, cross drilled and slotted create more dust due to the variations in the surface of the rotor) and my brake dust level is moderate, I've had far worse then this but I've also had much better on other cars.

A decent pad that doesn't dust is the Akebono Pro-ACT. I just installed those on my wife's SUV and it's much better than the stock Toyota pads. I was thinking of getting them for my Trans Am.
I run HPS on my Nissan daily and my Trans Am. The Akebono doesn't bite as hard, but is very smooth and has good modulation and has not noise. The HPS has better release, better brake torque, and is just as quiet. The HPS dust more, but I have slotted/drilled rotors on my Nissan and Trans Am.
