Default Name of this part? Shock mount? UCA mount?

So while lowering my 99 Z28 last month we ran into the usual rust on the front shocks/springs. Everything was still nice and solid on the driver side but when it came to the passenger side of course there was an issue. Yay rust.

It's between the shock tower and the shock mount, the control arm bolts to it. I can't seem to find it from any parts store or on rockauto. What is it and where can I find it?

If it isn't bad enough where it has structurally weakened the upper half, just clean it up and reuse it.
I just did mine a few days ago....wire brush and a coat of POR15 or your favorite paint.

So then I'm stuck with used ebay ones, or does GM still make the whole new assembly?

Someone really needs to start making replacements. You can get the arms all day but not that very crucial part necessary to actually attach the arm to the car!

If its rotted thru then I probably wouldn't reuse it either.
Try CL, ebay, classifieds here or a junkyard. Someones always parting a fbody.
I may even have a spare set if you can't find them.
