Whats his M3 got that i aint got?
Hey i have a friend that has a 99 M3 and its all stock except for exhaust and intake and that thing handles like its on rails. Is there any way to get my 98Z to handle like that? I dont have a lot of money but i can do all the installation myself. Also, will TDs over the axle be a problem? Thanks

The main difference is that his rear suspension is independent and your camaro has a solid rear axle. Though I didn't think it made a huge difference as long as the road surface is smooth as glass.

i dont know much about M3's but I suspect that it has a significant weight advantage which pays huge dividends in handling responsiveness, probably a shorter wheelbase (less stable, but usually feels quicker) And it probably has a fully independent suspension which really pays off on rough/bumpy curves. Also, I get the impression that the germans designed the M3 to be a great handling car. The camaro was designed to please as many people as possible and is full of compromises.
That being said, there are lots of ways to get your camaro to handle better. I suggest stiffening the chassis with some subframe connectors. Then get some springs and shocks (Koni shocks and non-eibach springs) and a panhard bar (i suggest rubber-rod combo if you're a noise/vibration wuss like me or rad-rod if you want the absolute best) Maybe get some 17 inch wheels and tires (hopefully some nice light wheels) Then you can research Lower control arms and torque arms and front a-arms if you're still looking for more.
