Are cutouts legal in Houston?

Yes, its illegal but I live in the same state and I drive with mine open all the time. I've gotten pulled over twice for speeding and they did not say one word to me about it

**** Powell and I drove his 8 second LS1 through two towns with no mufflers, cats, cutouts, exhaust in general you get the picture.. Cops just looking at us like we're ****** nuts, but no one pulled us over.. Then he backed it up by taking it into San Marcos to get some jack in the box at like 1 am.. lol

I know of a small handfull of people who have gotten tickets for them. In the books it says something along the lines of tampering with the exhaust system. I had one on both of my f-bods and never got messed with. Just try not to draw attention to yourself from the 5 0.....if possible

i leave mine open all the time. driven next to cops numerous times, and have never been pulled over for it. and when i do get pulled over, they never mention anything about the noise.

I loved my cutout when I first got it - never closed it either. I never got a second look when I had stock manifolds, or even when I had the longtubes/ORY. I usually drove with it open even after the heads/cam, though I tried to close it up if I saw a cop...**** i think my true duals/bullets are louder than it was with the cutout. I never did get pulled over with it open though.

had a cut-out with my manifolds/cats open 24/7 for about 4 months and never had any trouble with cops.
Now i've had my LTs with no cats and cut-out open 24/7 for about 2 months and still haven't had any trouble with cops

I've beeen pulled over twice since I bought mine (in Sept. 05). They never said anything about it.
And since the car was from out of state the credit union even made me get a "green inspection" or something like that before they would even finance it and it couldn't fail any test, throw any codes, etc. The inspection shop even closed it before the inspection and it passed fine. They never said anything about it's illegal or anything.

OK well...is it legal to have? Why not? Say a piece of pipe rusted in the middle of your exhaust, and you had to have a new piece welded in. Illegal? No. OK so say instead you welded a cutout in place instead. Illegal? I don't see how it could be.
