I think people are underestimating the wide spread effect the new laws will have. Every single person I know that has an LSX car has had them dyno tuned at the minimum. That's just our community, now factor in all the ricers, trucks, fords, chryslers, etc. That's a lot of people.
I found another forum full of smog techs/shop owners who are really upset about this. The more people involved in this, the better chances there are of changing the testing.

If he really believes that, then he's not lying, just maybe misinformed.
If you go over on CadillacForums.com, you will see quite a bit of info on who believes and who doesn't believe that computer mods are transparent.
Probably over on Corvette Forum, too. just doesn't look good for the home team (us).

Think about all the possible combinations of tunes possible you think your going to fail for changing gear size or tire size thats a minimum of 100 variations throw in vats delete and thats probably a few thousand variations for a single year/model now multiply that by four (99-2002).. No ways that possible to check all those

Us G body owners are going to get hit hard. It's already happening, it's no coincidence either. The past couple of years of road side smog checks are a result of this. They found that cars that passed smog and were resmogged later on random road checks failed... Smdh.
Where I have my cars registered I don't need to smog them...ever. So I'm curious how this affects me. Havent gotten anything in the mail about yet. And one of the cars has a 5.3 swap and the other going under the knife soon for a swap.
Might be time to leave Cali.

Most gbody are pushing 24 years and older. IMO a car at this age should be excluded from smog. Time to change the 1975 and back exemption to 1990 and older maybe.

I don't think that I read that anything of the new smog laws will affect you're having to go do smog if you are not currently required to do so.
I am doubtful that they will start the rolling calendar again, or amend the end date of it.
In short, while you are selecting a "no smog requirements" state to live in, & the process of picking a state, might as well find a state that is also "gun friendly".
I deeply regret not making the change when I was younger and had the money. I'm old (68), tired, and lack the energy to move & the money to do it.
My only hobbies left are a very pristine '87 turbo Buick with 33K on the clock, a '09 Cad CTS-V that is unfortunately bone stock due to lack of $$ the the current smog laws, and 6 1911 .45 auto platform guns that I shoot about 4 times a week. The PRK does suck, and it is only going to get progressively worse.

"It is time to leave the PRK. Do it while you are young, have the money & the resources."
I know a number of people who are leaving or want to leave. The smog laws are just another straw on the camels back.

I called three smog shops today to get the scoop, one of which was Star certified. All three said they are still smogging cars as before, with a visual, functional, and tail pipe test. They are aware of the new laws but they haven't been enacted yet at their shops and probably won't be until later this year. My area has the basic (non-dyno) testing. I asked about tuned PCM's, two shops said as long as there are no check engine lights and the readiness tests are good, it should pass. The third shop gave me the textbook response that all modifications need to be CARB approved. None of the shops knew how the new laws would affect smog checks, and they said no one knows for sure and probably won't know until it takes effect.
Anyone know of smog shops that have adopted the new laws yet?

"Wouldn't this put a lot of speedshops and tuners out of business?"
That is what is going to happen. The Obama administration went after a business that was selling upgraded "chips" for $500,000. That will put most out of business. Just a matter of time before we are all driving Chevy Volts or what ever the government dictates.

I'll go pre 75 if anything.
