Does not include the smog cert. You still have to pay your normal smog guy what he normally charges.

you pay $8.25 once when it passes that all you pay for 2 years then you have to pay regular price for the smog again.

Oh really? When did you last do that? I have some paperwork here that indicates otherwise, as of the last time that I got a car BAR certified.
