Can a Californian buy parts they won’t ship to California as a walk-in in Nevada?
As you may know, Summit Racing will not ship non-CARB approved products to California addresses. However, their store in Sparks, NV is a mere two hour drive from me. Can I drive there and buy parts they won’t ship to California? Or will they refuse to sell them to me in person because I have a California address? For obvious reasons, they refused to answer this question on the phone.

I've never been asked for my address while purchasing parts in person. Don't see why that store would be any different.
You: I want "xyz" parts.
Employee: Yes, we have those in stock, it will be $2785.88 with tax

Again, I have no first hand knowledge but it doesn't make sense to me that they would not sell to you in person. It's not their responsibility to make sure your vehicle is following your local regulations.
Maybe you just "moved" to the area and haven't changed your personal info / ID over yet..

I have no real experience, but I would say yes, just because you live in Cali doesn't mean your taking the parts to cali after purchasing them. What if you were heading to a customers place, or a friends place?

For a cash sale, I do not understand why they would have to see your ID, for when the color is green, "money talks and b******t walks".

Part manufacturers have to pay to get each part CARB-certified, even if it's a part that clearly can't possibly make the car run any dirtier, and anyone that just so happens to get caught has to pay fines.
