I've noticed that when I'm driving the Camaro, the ricers are the ones trying to get you to race them, especially the Subaru WRX. I just shake my head and laugh at them. Then they pull forward and cut in and out of traffic to prove to you that their car is fast. One of these days, they will not only hurt themselves but innocent bystanders.

Go to the local where house where you will find a blind man name Tony 
. He will then give you a key that will lead you to a door next to the bodega on Main Street. Before you get there on the right side you will see a dumpster where you will then drop the money. Wait 30 minutes then head over to the bodega. When you get there, there will be some one expecting you by the name "Jimmy the one eyed snake", 
but pay close attention don’t ever stare at his one eyed snake (he will then make you his bitch 
) Jimmy will then uncover the mysteries of street racing in san diego
