Hmmmmmm..... you think the TS y pipe cats being to far away might be it? Anyone with LT's out there willing to PM there smog passing setup? I'm running out of ideas..... and funds.

My GF had the exact same issue as you just last week...02 WS6 with pace setters and TSP Y. Her car failed with exactly the same issues, just a bit too high HCs. After seing all the things you've done I'm betting those cats on the TSP Y are done, or are just worthless to begin with. she ended up with a $250 smog as well 
really sorry man. I bet you could always swap out the TSP cats for some other better ones if all else fails. Exhaust shop could just cut yours off and weld in some new ones. Prolly cost like $40-$50 for the work and $60-$80 each for some cats. Just a thought. Good luck.
