ive had them before in the same sizes and no rubbing issues but I don't remembering them being this loud. I had them mounted and balanced and the lug nuts are torqued fwiw.

Tires are generally put in three categories of quality. In the industry we would call them tier 1, 2, and 3 tires. Tier 1 being a premium product while tier 3 is an entry level product.
Sumitomo, along with its subsidiary companies like Falken for example, generally sticks to producing tier 2 and 3 tires. With tier 3 products they are trying to make the safest tire possible for the least amount of money. These may also come with a modest 30-40k mile warranty depending on the type of tire. Tier 2 products tend to focus on more longevity (50-70k mile warranties) and will have small improvements in ride, noise, and handling. These are generally considered more "bang for the buck." Premium tier 1 tires will have much more advanced technology going into the rubber, tread design, and belt packaging to improve safety, NVH, handling, and longevity (50k+ mike warranties).
With a sumitomo tire the noise you are experiencing doesn't really surprise me, but the quieter tire probably would've cost you an extra $200 or more out the door. It's a give and take for sure.
