Brake Dust/Inside of Rim

Brake Dust/Inside of Rim Alright.... My car has been sitting in the garage and I need to do something with it. I want to take the rims off and clean them. I would like to clean the inside because it looks like it hasn't been done in a while (I just got the car in Nov 07 and don't think the previous owner ever did much to clean the inside of the rims). What is the best way to get the brake dust off? Also is the inside supposed to be shiny too like the chrome look or what kinda of finish will there be once I clean it? Here is a picture: See the brake dust grime where the sun is shining on the inside of the wheel?
The rims are on a 99 and if anyone knows are they polished and clear coated or are they actually chrome. Sorry its long if you don't understand something let me know.
Note: I know my calipers are ugly...

Best way to get brake dust off that has been accumulating a long time is to use a mild degreaser, water and a bristle brush. Then get some chrome polish and go to work. The stock 16x8 5 star abs wheels came in 2 colors, chrome and silver on both firebirds and trans am's, and yes the wheels are chrome on the inside too. Lastly the wheels do have a clear coat.
simple green mixed with water and a bucket, scrub brush an your good to go. Doesnt take long to get that grime off, all 4 wheels shouldnt take longer than 30 minutes.
I just cleaned up the rims, no polishing, nothing.
