Does New BCM have to be Flashed by the Dealer?

Part numbers 13577268 and 13578421 (along with 13500385) are interchangeable, so yes it will work in your car. Unlike 4th generation f-bodies, the BCM in newer models needs dealer programming. Frankly, I don't know if you can do it yourself.
