My idle bounced after getting a 3000 converter.
The lack of load and lower rotating mass make the
idle more "twitchy". It would even stall on pull-out-
and-stop-short maneuvers (in the median). But it
eventually learned its way out of that except for
some early morning surging.
Tuning is the answer, increase the idle a tick and
play with low RPM VE settings until you get the
most stable operation.

i have a vig that stalls at 3800 and my idle has never been touched....it surges just a little bit when its DEAD cold (for like a minute) but it never stalls or hits the rev limiter or anything.....i dont think its really imperative to do. Still, if you want to adjust it, i dont believe you can by hand. the IAC valve is controlled by the voltage sent to it by the PCM.

My `99 had an idle adjustment screw on the TB, I think its a star head screw under were the TB cam sits. It works to help the surge when warm, the PCM will try back it back down. Becareful, if you turn it too much it will set a SES for excessive idle (I think over 900 rpm). The cold surge is something you will have to live with.
