Its tough to understand what you are describing but...
It may not go into 4th at WOT until you are hauling ***. Does it seem like it wont go at all? Is this a new problem or has it always been this way. I'm more concerned as to why a stock car would hit the rev limiter on a downshift? If it is all stock and not tuned its should not do that.

+1 - I don't understand what is being described either.
I wonder if the 3/4 clutch is simply slipping after the WOT downshift from 4th to 3rd. As FirstYrLS1Z implied, that is the only way you would hit the rev limiter in 3rd gear - either the clutch is slipping or you you are way over 120 mph.

According to EFILive tables, our transmissions are programmed to upshift from 3rd to 4th at 5900 rpm at WOT - 140mph, which basically means you'll never see that upshift. And that's a good thing, because it's generally accepted that a WOT 3-4 is really bad for the trans.
