4L80E converter not locking..

"96" 4L80E
FTI 3K lockup converter.
Tuner setup converter to lock at 45mph, it won't lockup on it's own. However if he commands it to (using HP tuners) it will lockup.
I've verified my TCC relay is wired properly. Purple 33 has keyed 12V, once brake is applied the power goes away.
Fluid level is correct.
Trans is a junkyard pullout, they told me it worked properly. I'm inclined to believe them, as it shifts phenomenally and doesn't slip.
Where should I start? I presume this is either a tune issue, or an internal trans sensor issue.

However it still won't lock on it's own, but will when commanded..
Is there anything internally, or sensor related that could be holding the transmission from doing it on it's own?
The fluid level is ok, I presume the solenoid for the TCC is fine since it can be commanded on.

I've attached my current tune also.
Then turned on anything that involved the trans in the DTC center, drove to a job site I'm at today no lockup.
scanned for codes, giving me a P0705 (range switch)
I'm using an aftermarket floor shifter, and when my harness was built it didn't include provisions for wiring a neutral safety switch into it.
So, I deleted the codes, turned them off via the program (p0705,p0706)
Guess we'll see what happens when I leave the job.

I've verified the switch is adjusted properly as well, it doesn't hang and complete the circuit until the pedal is depressed.

If it's the tune file, I suggest, downloading a stock 80e file and importing all the trans settings into you file, and then using the speedometer tool. To adjust for your gearing and tires.
Have you tried anything like that or am I totally off the mark?
I haven't gone as far as copying a 100% stock tune, but I've copied tables from different peoples tunes trying to get somewhere.
That would eliminate the software portion of the equation.
So, It is either the hardware in the PCM, the PCM file, wiring or the trans. Use the process of elimination that does not cost any $$ and does not require and physical effort.
You never mentioned that the car was scanned for codes; not all codes turn on the MIL light.
Only codes I get are the lack of MIL wired up, I kept getting a code for lack of range sensor (P0705) but I since went back into the tune and turned off that code.
On the engine sensor topic, my dad keeps saying the trans needs a certain amount of vacuum in order for it to lockup. From what I've gathered it's entirely based upon speed and the TPS. I've got a spare for almost every sensor except for the MAF and have no issues swapping them out, I genuinely don't know which would affect it.
Possibly the MAP?
