good converter
Oddly, you're describing a Vig3200, they retail for $720. For deciding on a converter, you should list what mods you have and what intensions you have for using a converter. Race only? Street races only? Street/Strip? Other converters also fit this bill, but the Vig3200 is the most popular. I have one.
mods include: SLP Loudmouth exhaust, and whisper lid, and 3.23 gears. the converter I am looking for is intended for street/strip.
You could get a Tci or midwest for under 500. I have seen the PI Vig. for 699 by one of the sponsers. The 2800 will stall around 3200. The Vig 3200 will stall around 3600rpm. They are funny like that. IMO they are the best converters.

the vigilante converters utilize flash stall making their stall rates significantly higher than labled. the 2800 is a great street converter and performs well at the track. stalls to ~3200rpm and has a 2.5str (torque multiplier).
the vig3200 is a better street/strip converter and also handles nitrous very well. has a flash stall of ~3800rpm with a 2.0str. for a bigger all motor/strip verter anything from the vig3600 to 4000 is great but makes for a monotonous performer on the highway. flashes to ~4300 with a 2.0str. all the precision industries line come with a 2 year warranty and 1 free re-stall.
the yanks are very straight forward however i have never run one and can only say they do handle well after the price and with these there is no free re-stall.
as for TCI and everything else from SLP to Midwest i cannot say anything favorable nor lessening as i just have not used/ looked into it. hope this is of some use to you and best of luck.

"the vigilante converters utilize flash stall making their stall rates significantly higher than labled."
If they used flash stall to rate their converters then they would be rated slightly HIGHER, not lower, than their true stall.
Fact is, they misrate their converters by a pretty substantial degree. I'm not saying that it's deception on their part. Maybe it's because they rate them at a much lower TQ than LS1s generally generate?

with a yank converter you must brake stall to the desired rpm and hope your tires hold and you keep traction vs the precision converters which like to begin at the lower rpm to be flashed to well above the ACTUAL stall speed. that is simply their design.
