Default wastegate question

I started up my twin turbo car tonight for the first time. I have 11psi wastegates on it. At idle the wastegates are dumping exhaust. I have the WG referenced from the compressor of the turbo to the bottom side of the wg. Any ideas on why these would be staying open at idle with no boost?

doesn't seem possible, I've seen the BOV hang open under vacuum. There should be no boost/vacuum at the compressor at idle. So maybe you have no springs in the wastegates?

You are talking wastegates not blow offs? What brand gate. As said maybe you have no springs in there?
If youi have springs in there maybe the gates are knockoffs.

are you running a boost controller? I had my lines hooked up backward (sts electronic bc) and the wastegate would just stick open on the high boost setting (both at idle and while driving).

Maybe a kinked/clogged vacuum line?

There were two little stainless rigs that came with the wastegates that i didn't put in. Not really sure what they are for. Would that have anything to do with this problem I'm having? Both wastegates are open so I'm thinking its something i did.

Stainless rings are what seals the valve, the gates arent "open", but they are leaking because you left the sealing rings out.
