Don't the piston rings spin around quite a bit and therefore the orientation doesn't matter much?

when installing the rings, I always make sure the gaps are in equal distances from eachother. It only matters on initial startup, as they begin to spin and move around once you start it anyways. dont put too much oil on the oil rings either. just a light coat to help them slide in the bore. Too much can cause the oil to get stuck in the oil ring and start burning.

I dip a CLEAN finger in oil, and run it once around the outside of the rings, once in the bore, and once on my tapered ring compressor. but thats just me

I never really bother with clocking. I just made sure the top and lower ring gaps were on opposing sides when I put the thing together.

no ring should split straight above the pin hole nor split in the same spot as another ring, On ring gaps i would open up the second ring a touch more, if you get blow by you want it to go head and let it go threw or you could lift the top ring land, (thats my opinion on this)

i had 4 oil rings so i put then 1/4 turn form each other. then put the 2nd ring about a 1/8 from the oil ring, and then the top ring 180 degree from that one

Ditto here on mine. Also be mindful of the gaps (How much for the Turbo application). The Piston Vendor said one thing but my machinist said something different. I went with my machinist.

moderate boost i would stay in the .006-.007 range per inch of bore, big boost numbers i would go .007-.008 on top ring then add .002-.003 for the second
(just my 02 cents)

That is what I have done on the few short blocks that I have put together. Never had any problems.
