Does the BOV shut during a pull?
How much force does it take to open a wastegate by hand?
Double check all of your couplers.

The waste gates are on the turbos standard actuator with rod. They take quite a bit by hand. Set at 8lbs. The flapper is closed and opens under pressure.
The blow off is on the charge pipe right before maf. Not sure if the bob shuts during a pull. The tuner said everthing looked good on stall. He felt it was turbos small or design on manifolds.

Either something isn't hooked up and you're boost leaking, or you're making boost and don't know it.
Blowing off multiple times isn't typically an issue.
1 and 2 can be verified with compressed air on the bench. I plump a line from my air compressor onto my waste gate actuator, then begin increasing pressure on my regulator to see where it pushes the waste gate open. To check turbine function I normally just shoot a little air into the exhaust, where the t4 flange bolts up, and they should spool up. On a smaller BB turbo you can do this just by blowing in there with a big breath. Number 3 can be more difficult, but if you eliminate 1 and 2, then just focusing on 3 should be manageable.
