A&A bracket question. Fixed idler not spinning. c5 bracket on fbody

I just installed the A&A procharger c5 bracket on my 02 Z28. Everything is good, running good, sounds good. However, I noticed the fixed tensioner isnt spinning. Could belt being too tight be the cause? Any ideas?

I thought maybe the belt was too tight, but didn't make sense to me. Was hoping for maybe a quick "try this" or something. No worries though. Thanks for the reply

try removing the belt and looking at it.

I've had the belt off. Everything works as it should. When I put the belt back on it almost seems as it's tightened to a point where it's just barely nipping the fixed tensioner. Everything is fine, running fine, etc. This just puzzled me.
