I bought a Procharger is this normal (Video)

Is this normal for a procharger headunit to do without any oil in it?

I wana make sure its fine before I stick it in the car.

It only does this when I turn it left/right. When I pull it doesnt make any noise.

mine was a little loose like that as well, its on the car running 15 lbs all day no problems
