Ok insted of asking a million questions im just gonna ask a few that should help narrow my choices down.
1. Whats the best year C5 vette to purchase? why?
2. I want an auto (so the wife can drive it). is there anything i need to look at when purchasing an auto vette? or would a manual be a big difference.
3. Is there any engine (H,C,I) changes over the years and which is better? other than z06 models.
4. If i can find a higher mile zo6 for roughly the same price as a low mile base would i be better off with it? why? FYI im not going to purchase anything with over 75k on it.

I'll answer a few of the questions since you sound like you won't be modding it or looking for max HP since your wife will be driving it. If I'm wrong, then ignore this. If your wife has never driven a manual and doesn't want to, then get the auto. If she is willing to try, then it certainly is something she will learn quick enough. I would not worry about model years or engine performance since there is no such thing (IMHO) as a bad performing C5 straight from the factory unless something is wrong with it. You want the best well-maintained one or two owner example available to you. Of course it has less HP than the monsters of today but that isn't what you are asking. Getting a higher mileage Z06 is most likely getting a car with more potential issues. The owners of most Z06 cars use them for what they are intended, whereas you can get a babied regular C5 with auto that may be close to MINT and trouble free. I certainly would choose the latter and I know my wife would too if she couldn't drive a stick. Fortunately she can drive a manual, but see if your wife is willing to give it a whirl. Good luck with the purchase. You should be able to find a really nice one!

Will do. Im still undecided if i want to wait until my truck sell's or go ahead and get one. Im still undecided on color/ interior combo i want. I do however know i want a targa top. I like vert's when the tops down, but there not my cup of tea when its up.

As stated before, get the most recent and low mileage C5 you can afford.
Z06 doesn't come in auto, so you can rule that out.
Also, I realize you're looking for a vert but don't like the top-up looks. You know that the C5 coupe has a targa top right? You won't get quite as much wind in your hair as a vert, but you'll get that open air feel while keeping the good looks when the top is up.
Good luck, and as always, post pics of your purchase!

1) Better Rod Bolts.
2) NO EGR
3) They use the better LS6 Intake on all '01 and up LS1 motor's.
So you end up with a stronger, unit with the better LS6 free flowing air intake.
4) The Fuel Injection system on it's own can support a cam and heads upgrade if you decide, and tho these engines can sing to over 6500 RPM, the car can be tuned to shift at max power with an upgraded Cam/ Heads, which depending on the setup would be fine up to 62-6500 RPM.
(Mine shifts at 6250. Doesn't need to go any higher with my setup, so lengthen's bottom end longevity).
The Z06 question has already been addressed, and I agree.
Along with the fact that you can find a low mileage babied C5 easily.
JMO, but any ad without the miles listed, usually means high miles.
Great car's, but more sophisticated than an F-Body, so I'd look for under 50k as you will be putting your own miles on it also.
Oh, and Check for Repaired Wrecks, Salvage titles up front! Accept No storie's please

Mileage doesn't matter if the car was taken care of. My C5 has 90k on it. I have owned it since 70k and the car was babied by myself and the previous onwer. More than likely a lower mile C5 will be taken care of as well just don't overlook the clean cars that have some miles on them that were driven like they were supposed to be. It will save you a few grand also
