Depends. Do you want a fast car? THe ls1 is the way to go if you want fast for cheap. If you want style and like the mustang better go for it. I think your car is worth a couple grand more so I would ask for cash plus trade if you want it.

If it has hail damage, then get your insurance to cover it. However, if you really want the mustang, then get it. I used to own two mustangs. They aren't bad cars. But there is a reason I went with a camaro

sell yours and buy one, I believe yours would still bring some good money, LS1 to a pre PI motor (no hp) Mustang guys will tell you the 96-98 maybe 99 not sure where the slowest 4.6 built.

I like them, wouldn't make for a bad daily driver. If the Z28 is rough around the edges like you're describing and has problems that you aren't willing to deal with, while the GT didn't really have problems, ran good, was in better condition cosmetically etc., I would probably go ahead and trade the guy. The 96-98's aren't God awful bad like everyone makes them out to be, especially for just a daily driver. Should do fine. Just my .02....
Also, if you ever have the urge to make the car respectably fast, the potential is there. You just need the knowledge to be able to do it properly so it doesn't break your wallet.
