Power steering fluid boiling, is the pump gone?

Power steering fluid boiling, is the pump gone? I noticed a noise coming from my car, sounded like the belt was going ( belt whine ). Then my power steering started to go ( like low fluid). I checked the cap and the fluid was boiling. Is the pump gone or can something else cause this?

Speaking of coolers, could it be my factory power steering fluid cooler failing? It's like -10 here today so I'm going to see if it still boils over.
