My SS does not have a heat shield/blanket on the hood, never did and the paint is fine. The SS hood is fiberglass.
My Jeep Wrangler had one from the factory and after the first couple of times it got wet off-road it started to sag. I threw it away and withen a few months the paint on the steel hood started to crack.
I think it serves a valid purpose on steel hoods. Fiberglass is a beter insulator and probably protects the paint more.

I took the one off my monte about 2 years ago. I havent seen any negative paint effects.
I would say the hood gets hotter though because i can see the rain evaporate off it and the snow melts in a funny pattern matching the braces on the underside. dont believe that happened before I took it off.
