When you change the fuel filter you're supposed to get some gas leakage but what keeps it from being a lot. When I went to change it the fuel just kept coming. All I did was take of the clip and loosen the bolt.
Did I miss a step?

When you do a fuel filter swap it will likely have some residual pressure if you do not vent the system first. Expect to lose about a cup or so of fuel. You can vent it by hitting the relief/test valve on the fuel rail briefly, and again have some towels/rags ready to soak that up so you don't get it everywhere! Once vented, you should only get a small stream out of the line when you remove the filter. If you remove one and replace it quickly, you could do it without spraying yourself in the face at all or leaving a puddle on the ground.
The first time you do this, set aside about 15-20 minutes for it. After you get the hang of it, you can probably do it under 10 fairly easily!

I thought the tank was only vented to the filler neck and the evap system. In other words it's a sealed system as long as the cap is on and the engine is off. Otherwise your gas would simply evaporate away releasing hydrocarbons. This is why the gas cap test is part of the emissions testing.
However the tank is not pressurized any more than what is caused by expansion due to heating, so removing the gas cap is an old procedure that is not so important.
