just buy the washer pump it's like 16 bucks at Advance Auto and takes a few minutes to swap out (unless you have large hands), its the cheaper of the 2 parts and the easier of the 2 parts, you could pull it and test it by putting power straight to it from the battery for just a second to confirm.

You might also have a clogged line. Have someone listen to the pump with the hood up to confirm. If its a clogged line you can reverse flush it.

Look for the wires going in to your washer fluid tank. That's the pump.

found it right at the front where the hood comes up, switched it out and nothing, that sucks cause that part on the steering column is not only expensive but a pain to switch out.

anyone have a how to on changing that? maybe going to a junkyard to find the part
edit* when i disconnected it i blew through the hose to see if it was stuck and it pushed through, so at least some hole is open on the other end.

Since you have access to the pump and its' wiring, you could wire in an aftermarket push-to-energize/spring return off switch somewhere to manually control the pump.

oh you mean like run a wire that goes to the pump directly and splice in and hook it to a manual button somewhere inside?

The wires for this are in a connector at the base of the steering column, where the wires running down the column plug in to the car. This might be a good place to test the circuit. (you could apply 12V at the right wares in the connector) If the wires work from that point and you confirm the switch is bad in the column, you could tap in easily at that connector.
