I have taken my intake off a bunch of times, and didnt use a torque wrench for it. Just tighten them up. But not too much or you will crack the intake. There are torque values for basically everything on the motor, but do you even have a small enough torque wrench to fit in there? I just tightened them up pretty snug, and then a little more. And no, you do not HAVE to replace the gaskets on the manifold, unless it looks like they need to be replaced.

Its a good Idea to use one on the intake to make sure it seats properly... However you will need one for Inch pounds... If the ruber gaskets are still pliable your good... If there all folded over or smashed down nearly flush in the grove Then they need to be replace... You don't want to do it twice because you have a leak, sucking air in....

Please you need to look up how to reinstall your PCV system. You are taking away precious life from your engine. A PCV system cleans out your engine from harmful gases and contaminates by circulation fresh air through the system. There is a huge thread somewhere around here that talks all about the importance of a PCV system. Engines that did not have a PCV system pre 70's usually needed to be rebuilt less than 50,000 miles. After the PCV system was invented engines had no problem going over 100,000 miles. Please search and reinstall your pcv system, also add a catch can if you do not want oil going through your intake.
