Best heads for my set up?
Alright. I've got a LS1 pulled out of an 02 vette and it's got the 806 heads. My engine is being rebuilt right now with a few of upgrades; MS3 cam w/112LSA, Yank PT4000 converter, PRC .650 dual vale springs w/titanium retainers, seals and seats, TSP Hardened pushrods, SLP Double Roller timing chain, SLP ported oil pump, TCI flex plate, Comp lifters kit, LS6 intake, BBK 85mm throttle body, Taylor Cable TB spacer, SLP Flowpac intake package(whisper lid, smooth bellow, forced induction, K&N filter), headman headdress, 3"pacesetter performance off-road Y pipe, 3"cut-out, SLP Loudmouth ll exhaust, 3:73 gears, Jet performance mass airflow sensor...aaaand a fully rebuilt 4L60e.
What heads should I go with?

The main difference between the 2 are the larger valves and better springs. If you already have the springs, I would say do the stage 1s. The price difference is about $400 from stage 1s to the 2.5s.

I jut got off the phone with TSP and they said they are able to put the base LS springs on and would sell the 2.5s for 1,300.... With that bein said, which is a better buy?

I may be wrong, but I don't think there is really any difference in the port work. Just larger valves, which give you a couple of cfm better flow. I may be wrong, so I would have asked when you were on the Phone with em.

No. Short answer is those heads flow well and have the springs you need for $1300. AI for instance charges $1000 for the port work alone on heads you send them and the springs are extra. Not comparing their work just the price. If you had 243s already you could save some money at TSP by having them port your head, instead of buying theirs. But, you will likely spend $300-$500 for a set of 243s, so their price is more than fair.
Unless you know someone that will give you a great deal on port work, it will be very hard to beat the price they are offering.

I wouldnt spend another penny with TSP. after my experience with one of their techs straight up lying about a product. Im done. I would buy a cheap set of 243's and send them to AI... I love how mine flow. They out perform TSP ls6 heads. have a buddy with the exact same set up and he went with their stage 2.5 heads and mine made more power with AI ported heads

My car has the Stage 1 ls6 from TSP. When Vengeance Racing tuned my car I asked about different heads since these were on the car when I bought it.
He said mine were worth about 10 HP, the 2.5's were worth 15, over stock. He said hands down the as cast Trick Flow 220's were the best bang for the buck and worth 40-45hp over stock.

Sh*t. Least amount as possible without settling for some POS parts.
Well...the TSP 1.0s are $1,200...so not too much more than that. I won't know my actual budget(no less than 1,200 for sure) until I hear from the people at the shop regarding what all ha/had to be done. Let's say 1,500 to be safe tho ha

You can also price out maybe getting a cheap set of stock ones from the parts classifieds and seeing what other companies would charge you like TEA or AI and compare the pricing and the options and what all each company does during their porting process.
That is what I would do at least.

I'd LIKE to be close to 500. I went in the shop with 396/390. I've upgraded from a small thumper series cam to the MS3 112 LSA, dual valve spring kit and hardened pushrods, SLP oil pump & double roller timing chain, and the block is being bored .30 over and they're milling the heads .030 to see if they're good, I plan on keeping them if they're not damaged(from when I threw a rod). I'm estimating about 475? I've got a l huge list and I honestly think jumping to that big of a cam from what I had, would make my numbers shoot up. Correct me if I'm wrong. Thats just me taking a guess based on similar set ups. Anyone think otherwise?

475-500 will be a tough task to achieve.
Tony Mamo himself has spent countless weeks and months doing little things here and little things there to reach 480-490 and the amount of work it took to get over the 500rwhp hump is incredible.
Here is a package we did for a customer last month: TEA CNC TFS 215's, Fast 102 and our Polluter cam...
Keep in mind this was in nearly 100 degree weather and 75%+ humidity numbers will be much higher when it cools off, probably in the 475 range easily if not more. This Fast was completely unported. With a electric water pump and a ported Fast you could see 480-490 I would say.
