FOR UNDER 2K YOU WOULD BE BETTER OFF HAVING YOUR HEADS PORTED FOR MAX FLOW AT THE .200 TO .500 RANGE SINCE ITS A STREET CAR. HIGHER FLOW AT LOWER LIFTS = BETTER HEAD. DONT WORRY ABOUT MAX FLOW AT .600 FOR A STREET CAR.

Call frankensteined heads first before you spend any money, they know there stuff and will tell you whats best.
I bet they can port your heads for 1/2 the cost of buying heads and will flow great.

Call Brian Tooley for some TFS 220 as cast heads. You can get them for under your budget. I seen them make 450 rwhp on a ls1 threw a stall eith a basic 228R cam.

With that said the trick flow are definitely sweet.
TEA does deserve mention as one of the outstanding porters of quality heads. Their ported LS6/243/799 are an excellent. Durability TEA heads are excellent, I ran a set for ~135,000 miles with no real issues.
AI & Frankenstein are are so excellent and prime contenders.
Some porters go too high into the roof of the port and long term the head cracks. The ones I've seen were stock castings. The GMPP ported 243 heads I use in my intake flow testing are thin in the port roof for example and prone to crack in some cases.

There are several good port programs too. The more I hear about frankenstein the more I like.
But from what I've seen and done, for a little under 2k I'd be on the TF as cast 220
