I think there is no big mystery about this, but I'm willing to be proved wrong.

Sorry to take this out of context, but I've heard this line before and it had nothing to do with engines.
I am not saying the LS1s won't gain HP with the various ported TBs for sale now, but if you look at all of them, they all use the same diameter throttle plate as a stock TB.
I had a ported TB on my old 89 Turbo Trans Am, but it actually had a larger throttle plate installed. It certainly flowed more do to this.
Maybe the "smoothed" and 'contoured' inlet section of these TBs will allow for better flow, but the bottom line is; That airflow is still passing through a stock size throttle plate.
Am I missing something here?

I do see cars show gains from ported TB's though, so there has to be something to it.
I ported my own, and ARE touched it up just a little when the motor was there being built.
