horsepower and timing chain dont directly have an effect on each other IMO. I mean as far as the cam is concerned it has drag from the valvetrain and thats about it. The only thing would be the motor turns up faster, but thats not gonna brake a chain. What brakes chains is high rpm and fast transitions in motor speeds like racing on a road course, atleast from what i have read...
If you want a stronger chain there are better options with single chains vs double

it comes down more to how high of an rpm you are spinning to...
really you dont "need" a double untill you get into about 800ish+
but you certainly can use it before then with no ill efects
also if you spin up past 7k...its a smart choice to use a double chain as well...
