Your goal can be done if you have an ls1 or an ls2. Will be much easier with the ls2. This is what it's going to take to do it though. You need to get a good tire under the car 10" 28" tall tire. It can be done with the right set of rims and drag bags. Your going to want at least 4.11 gears. I would port the ls2 intake and throttle body. You could then port the heads and get a competition valve job done. Stick to a medium sized cam like a 228 232 on a 111 lsa or the like. Grab a 4000 stall with a good tranny cooler and learn how to drive. This can be done.

Maybe you missed the part where he said he already has a 4000 stall and also where he said cam only. Given the 1/4th mile time with the current mods I'm going to say he's not going to run 11.5 or better with just the addition of a cam no matter how big it is.

My only mods so far are 1 7/8 headers in to a 3" system and a 4k converter. Ive run a best of a 13.4 at 100mph.

I would venture to say he would be struggling to hit his goal even with professional ported heads.

Not going happen
Big cam and nice heads still won't make it happen unless you get some mineshaft air and get it to leave really hard, like halfshaft rear diff breaking hard.

As previously mentioned, With your current mods only mustering a 13.4, I would say a nice heads/cam setup would get you into the 12.4 territory. You need to shed some weight, rotating mass, and a sticky tire to drop below 11.5.
