Something definitely is wrong, that motor should be a monster. Hell my stock ls6 long block with full bolt ons is putting down 435+. My buddy has a heads cam 01 ss 346" stock short block, trick flow cnc 215s, 235/239 .630 .630 on a 110. He has 1 3/4" headers, catted y, magnaflow cat back, stock ls6 intake, stock maf, slp lid, paper filter, thermostat, no underdrive balancer, crap tune at the time and his car made 460 through a 6 speed & a 9". With a Ported FAST 102/102, electric water pump, FTP 104 lid, offroad y, cutout, underdrive balancer, and my tuning he will be over 500.
Maybe your guy went way conservative on the timing and or fat on the fuel. Or cam timing is off.

Update on my car , sorry it took an year had to save some money up, well I didn’t install the cam motion cam , I went with an tick stage 2 blower cam 227/234 , the car ran really good n/a still made 448 wrhp but it was an blast to drive , I ended up buying an used D1sc ProCharger, and had the car returned yesterday made 602/504 at 8psi with 12 degrees of timing , on pump gas

For a street car, you don't want an engine that makes it's power at 7,000+ RPMs. An LSx engine isn't the same as some tiny high revving Honda engine. You want to make your power at lower RPM ranges. This is what will put that smile on your face from stop light to stop light.
