BTW...OP...Fix your engine. It will cost you more in the long run if you continue to drive in its current condition. It could be anything from a clogged lifter, to a worn camshaft lobe, pushrod, valve, valve spring or a worn or loose rocker arm.

Some pass/some don't... but they dont mess around if they do catch you.
So as long as they are not blowing heavy smoke when they come in, they will get a pass as long as the emission test are ready and passed and they pass the visual inspection and all required emission devices are still in place and do not appear to have been tampered with.
If the catylic converts were replaced, the number has to be visible and correct for that application.
If you have replacement/performance parts they better have the E/O carb number so the tech can look it up and verify it. It will be documented at the time of inspection.
