Default looking at car, what do u think about its mod list

recently sold my lightning and i'm looking to purchase a 99 camaro i found for sale. just curious what some of you think about the mod list on the car and maybe what to look for/look out for. car has 61k and he's asking 13,900. says it ran a 12.5 2.0 60" at 115 without the heads. sorry for the newbie questions, i've been reading around the sight about some of the mods but thought it would be better to just ask.

here is a video of what it sounds like

He did quite a bit to it. It looks like he took really good care of the car. Does he have any maintenance records with it?? What's his reason for selling?? (Buying a house, girlfriend pregnant, or is something wrong with it??) If I did that much to my car, I'd have to have a damned good reason for selling it.

my only hold back is, i found a post he made where he had troubles when he installed the heads. when i asked him about it, he said he tried to install himself the first time and torqued the rocker arms (i think it was) wrong and it wouldn't run right and he ended up having a buddy that builds cars redo it and since then it has run perfect. would that scare anybody else and think it could have caused damage? really i've been into the mod motors for the past lil while so push-rods are something i'm getting back into.

as far as torquing rocker arms, its not all that hard to do, just tighten. I dont see how it could run incorrectly unless he just finger tightened them. Delve into this just a little further to make sure he didnt have any piston to valve colissions or anything. Might want to do a quick compression test if he dosnt mind. Assuming everythings fine, thats a good price for a pretty stout setup.
