The weak oil PSI is not good, dont drive the car until you get it fixed. Is it leaking oil from anywhere? If it isnt leaking your oil pump may be going or you may be having bearing issues in the rotating assy. Do not drive it until you figure it out. Tapping and low oil PSI are indications of bearing failure or stretched rod bolts, which will result in you tearing the engine apart to replace, which in that case you may as well do a full rebuild.

I edited my post.

Worst case you rebuild the the bottom end, might as well go forged if your in there. Best case you just swap oil pumps.

Its worth it as long as you dont drive it and destroy the block first. Hone cylinders, keep stock crank, buy forged pistons and rings, rods, rod bolts, head gaskets, and a new set of crank and rod bearings. Thats pretty much your basic forged 347 righ there. Might as well cam it while your at it and do heads if you got some more $$.

Find out what your problem is first though.

You can just replace the bearings for cheap, but you might as well go for a forged motor. You can get a TSP short block for a good price, but it will be cheaper for you to build the current block up with forged parts yourself. It depends if you want to rebuild it yourself or not. Good luck with it.

Usually when the oil PSI drops suddenly is either a bearing or the pump gone bad.

To actually see if its a spun bearing youre gonna have to pull the motor and tear it down. Pretty much time for a new forged shortblock since your in there anyway. It could very well just be your pump if you still have the old 98 pump in there, but with the tick noise id be worried.

No its held by bolts and then the oil pan gasket is held to the pan by 1 or 2 rivets.

What oil were you running? weight/brand? Was your oil level full? Any idea HOW you spun it?
