Is this 6.0L a blem block?

Is this 6.0L a blem block? It has the "6.0L" circled in blue and it has some tannish color spray paint on the front, back and inside the valley. Anyone know? Also noticed that the "6.0" is inscribed, not cast, is that normal?

What all #s can you find on the block? At least we will know for sure what you are dealing with then. List every # on the block you cna find, since im not sure wear the casting # is on these blocks.
