CT is a visual emission state. If the cats are gone you get a fail. Some testers dont look and some do. The inspector is not required to test data output of sensors. If he did that he is in violation of the law. But he can fail you on visual check NO CATS. By the way why would you remove cats ??? They dont reduce HP. In some cases it increases HP. TOM
