Default Best Modifications for the money?

I have a 97 SS Lt1 6 speed with 91,000 miles on it. I want to know what would be the best set up modification wise while spending around $5000. I live in CA so emmisions are strict (no long tubes). And at the time my car is basically stock besides a full 3in exhaust system, And k&n air filter w/ stock ss air box. Any information will be greatly appreciated, thanks in advance.
Note: I wil be putting about $1000 into suspension work.

What path are you wanting to go with the SS? Strip, road course, show?

You can easily spend $1000 in suspension/chassis. If you dont already have, subframe connectors, lowering springs, and shocks will set you pretty close to the $1000.

rods aint the problem, its the wrist pins. Stock rods will handle 550 hp in most cases. Check the stickes up at the top for beginner mods and bang for the buck mods with a description of each.

I wanna keep the car good on the street while still being able to go up to the track and run respectable times. Im not really leaning toward forced induction though. As for suspension yea I am ordering shocks/springs, sfc, and lower control arms. But i am setting aside about $2500- $3000 for the motor

Suspension alone, done right, can get you some big gains. M6 might want to look into a rear end, if you ever really want to hook.

Q: Do I really need forged rods and forged pistons?

That's a BIG question, and it depends on what you are running and how you treat (or abuse) your engine. Let's start with the rods first. First of all, ALL rods are made out of forged steel. They certainly aren't made out of cast iron, or they'd simply be too brittle and would snap in half. With that, most factory rods are fairly strong. In the older days, we used to polish the beams of factory rods to get rid of "stress risers", and install stronger SPS rod bolts and run them in 500HP race engines.
