Does this crap really work? has anyone done it to their LT1s and have really good improvements? what does it do? change the fuel delivery?

The Hypertech Power Programmer plugs into your OBDII port and allows you to change things like tire size, shift points (A4), remove the silly speed llimiter, increase shift firmness. It has a feature called performance tuning, but I never noticed any difference. In the SOTP or in the 1/4 mile at the strip.
If you have a stock car with an A4 it is O.K., but nothing exceptionable.
But I much prefer my tuning software that I use with my laptop (I use LT1Edit, but Jet is more flexible).
MY HPP went bye-bye (for about 1/2 of what I paid for it).

i did the hypertech to my car... its pointless for power gains... it did nothing for me.... i mostly got it for teh change in tire size and i used to have 4.10 gears to correct my speedometer... pcmforless is probably your best bet for cheap tuning....

yes. If you bought the tuner software that runs on a pc, you can flash anything you want to the PCM. The HPP also flashes the PCM, but its settings are very limited. And yes, you can change your gear in the PCM using either one.
And don't let that kid blow smoke up your ***, ain't gonna happen. The power tuning portion of the software is for the times that you make changes to the engine; headers, cam, FI, etc.
