The stock unported LT1 head does flow good in a 12 second car but I bet if I took off my afr heads and replaced them with untouched LT1 heads my mid 10 second car would be a mid 11 second car if that

Yes, they are limited to the factory LT1 heads and intake manifold with absolutely no port work whatsoever. I'm not sure about the valves and valve job though.

You may be right, but in my book a mid 11 second car with untouched 23 degree heads is simply amazing. The LT1 head is leaps and bounds ahead of the old late seventies and early eighties smogger heads that many of us had to deal with.

I've never talked to a knowledgable head porter on the subject, but I do know that the Stock Eliminator Cars are subject to tear down and inspection, where the ports would be measured and need to be within a certain tolerance. I'm sure there has been cheating involved, but it's hard to believe that everone could get away with it.
BTW, I just noticed that you mentioned Pro Stock. If I'm not mistaken that's a totaly different animal.

stock elim. cars must run stock sized valves but can run back cut aftermarket valves with 3 angle valve job. the lift of the cam is stock but the duration can be whatever. i've heard of people sucking sand through a port under hi psi. to increase port volume without it looking ported. they are also limited to a 51.9cc combustion chamber. these cars are subject to tear down but, i wouldnt think it happens as much anymore, since they run on a dile in. the nat. index seems to be just for bragging rights. they do run stock t/b's (48mm). in 04 tim bishop held the record in b/fi stock at 10.29 @129.8 mph. weighing in at 3140 w/d. in a 97 formula. it put 449hp to the wheels. they record has probably been reset since then. this is my favorite class in all of drag racing. these cars are "trick" all over.

The cars are pretty light, but they use ballast which puts the weight back in the most advantages part of the car. I think the exact weight depends on what horse power the car is running, I've read that the LT1 F-Bodies race at around 3200 pounds. The entire car is meticulously blue printed.

BTW, in no way of my statement of sucking sand through ports , am i claiming anyone that i know of has done this to my knowledge. this was just something i had heard from yrs. ago. (1980s). afew other cool facts about stock elim. is they must run on 9" slicks max. factory cranks although they can be offset ground, a max. of .060 overbore, stock type rods, and stock type pistons(can be forged, but in an lt1s case must remain flat top). they are also allowed aftermarket dfi. such as f.a.s.t. . the car i mentioned early leaves at 6200 and runs a jericho fourspeed. best 60ft. was 1.42.
